A number of changes in regulations and other novelties will take effect on September 1, 2025 in Uzbekistan, the Ministry of Justice said on Tuesday.

Requirements for employers

Administrative penalty will be introduced for refusing to receive persons sent by employment agencies, and mandatory reporting on the availability of vacancies.

Checks without notice

State labor inspectors will be able to conduct inspections without prior notice of authorized body.

Green Entrepreneur

Business entities will be assigned Green Entrepreneur Status. Its owners:

  • will be given priority on the Shaffof Qurilish (Transparent Construction) platform;
  • will be exempt from environmental checks for a certain period;
  • will be provided with support in promoting to international markets;
  • will be awarded an additional point on the Sustainability Rating of Business Entities.

Jewelry

Until September 1, 2028, the customs import duty on jewelry will be 2%, and the clearance for release for free circulation and export will be 1 BCU.

In addition, the fee for labelling of imported products is equal to the fee for domestic manufacturers. The authorities will allow the declaration of jewelry without supporting documents upon payment of all duties. Individual entrepreneurs will also be allowed to sell jewelry.

Assigning disability category

Assigned disability category may be cancelled by inter-district and district (city) Medical commissions solely on the basis of medical documents. Disability shall be assigned based on the state of health and the results of an electronic assessment of the functionality of individuals.

Tax audits

If a business meets all three conditions: income for 3 years less than 10 billion soums, no debts and reports submitted regularly and low risk in the Risk Analysis system, then a tax audit is not assigned in case of voluntary liquidation.

Tourism Support

The Tourism Support Fund, which will receive 50 billion soums per year, will reimburse 50% of expenses up to 50 million soums for the production and promotion of video content.

The authorities will also subsidize the creation of Uzbek cuisine restaurants abroad worth up to 25 thousand dollars. Transportation costs will be compensated up to 100 million soums for 300 kg of products per year. Builders of swimming pools in hotels, shopping centers and catering establishments will receive up to 100 million soums.

Children from low-income families

They will be provided a separate quota of 15% of the total number of children attending extended-day groups of general secondary schools, and will also be exempt from parental fees.

New limits on claims in simplified proceedings

The maximum claim price for consideration of a case on a statement of claim in the simplified procedure is:

  • legal entities - up to 150 BCUs;
  • for individual entrepreneurs - up to 100 BCUs;
  • for individuals - up to 50 BCUs.

Increase in the salary of school principals and their deputies

The basic tariff rates will be raised:

  • for school principals - by 20%;
  • for deputy principals - by 15%;
  • the rates of directors of preschools of groups I and II shall be equaated to the rates of deputy principals of schools of groups III and IV.

Financial assistance to single parents will be provided through Inson and Unified Portal for Interactive Governmental Services (UPIGS)

Now one can apply for financial assistance through the Unified National Social Protection System platform, UPIGS, or at Inson and CGU centers.

PCS services

The Patrol Checkpoint Service units will provide services for the protection of public order and ensuring public safety through the Electronic Patrol system of the Interior Ministry. Legal entities will be able to apply for the service through EPIGU and CGU under an agreement.

Reinsurance

Before transferring obligations to foreign reinsurers, it is necessary to first offer contracts to organizations created with the participation of state bodies, then to others that have the right to work in Uzbekistan.

Unified platform for national tourism

Through it, it will be possible to book hotels, excursions and transport, buy tickets (air, train, bus), pay for services through national and international payment systems, etc.
