The President Shavkat Mirziyoyev at the government meeting familiarized himself with a presentation of proposals for efficient use of agricultural land Tuesday, the presidential press service said.

According to information announced at the meeting, a new land recording system has been formed over the past five years. Almost 42 million hectares out of 45 million hectares of the country's territory have been added to the national cadastre, including more than 88.4% of agricultural land with an area of ​​over 26 million hectares.

Reportedly, the presentation proposed to keep a separate record of vacant lands that had been previously in use by individuals and organizations, but had been returned to the district mayor offices. Shavkat Mirziyoyev gave directive to rule out the human factor in their transfer and to expedite placing such lands for e-auctions.

Steps are now underway to transform the right to lease land into a market asset. In particular, sublease and re-lease mechanisms have been implemented. Now tenants can transfer part of the land to other users, keeping the rest for themselves - without returning the entire plot to the state and re-participating in the auction.

Since 2021, agricultural land shall be provided exclusively on a leasehold basis. However, some of this land is still used under the previous terms. By January 1, 2027, all land used in agriculture must be switched to leasehold rights.

Assumedly, the land management project will become a document confirming the right to the site when obtaining a building permit.

This novelty is expected to allow, say for gardeners to place crop storage facilities on their plots, and livestock breeders to equip premises for livestock and feed on pastures.

Following the presentation, Shavkat Mirziyoyev signed a decree on the implementation of the planned measures and made a decision to amend the by-laws.

It should be noted that Uzbekistan remains one of the few countries in the world where there is still no possibility of privatizing agricultural land.
