Chief of district police department Akmal Khodjaev in Furkat district of Fergana province found himself at the center of a criminal case following his attempt to discredit the chief of the district tax inspectorate, Kurbonali Abdurakhmanov. The woman most affected by this plot was Gulirano Kosimova, the principal of School No. 29.

On April 17, 2025, Gulirano Kosimova approached the chief of the district tax inspectorate, Kurbonali Abdurakhmanov to borrow money for her husband's surgery, who had been injured in a traffic accident. According to her, she had previously known him personally; they lived in the same district, and she had contacted all her contacts in search of money.

While Kosimova was in the tax inspectorate's office, police officers entered.

"While I was talking to Kurbonali, some people appeared. I later learned they were police officers in civilian clothes. They tore our clothes, started beating us, and stripped us naked. I felt completely helpless and humiliated in front of a group of men; I couldn't understand what was happening," the woman said.

One of the officers tried to force Gulirano to write a complaint stating that the Tax chief Kurbonali Abdurakhmanov forced me into sexual relations." But the school principal flatly refused: "They wanted me to write that the chief forced me into a sexual intercourse, which in fact never happened. I said I hadn't had intimate affairs with anyone and didn't intend to slander anyone."

According to the woman, the police officers threatened to slander her to her husband: "We'll tell him his wife was caught with another man." The woman replied that she could undergo an examination to prove otherwise. Ultimately, having achieved nothing, the police officers released them.

It was later revealed that the chief of the Furkat district police department, Akmal Khodjaev, had been in conflict with Kurbonali Abdurakhmanov and was looking for an opportunity to get him removed from his position. The meeting between the school principal and the chief of the tax inspectorate seemed like just such an opportunity.

After this incident, Gulirano Kosimova, according to her, fell into a severe depression and attempted suicide by overdosing on pills. Her relatives discovered her in time and took her to the hospital.

The woman decided to fight for justice because she could not accept the fact that her honor and dignity had been trampled upon.

The key evidence in the case was CCTV footage, which, according to the school principal, showed that she and the chief of the tax inspectorate did not engage in any intimate acts, but rather were humiliated and assaulted by police officers.

Gulirano filed an official complaint with the prosecutor's office and went to court, demanding punishment for those responsible and compensation for moral damages. A Kun.uz report noted that Deputy Chief of the Department of Internal Affairs Jasur Rasulov offered her, through officers involved in the incident, up to $50,000 to hush up the situation and conceal the truth. When she refused, they hinted that her young children could be harmed.

Following the publicity surrounding the case and the initiation of the investigation:

The chief of the Furkat Department of Internal Affairs, Akmal Khodjaev, was dismissed from his post, and a criminal case was opened against him;

  • his deputy, Jasur Rasulov, has also been held accountable;
  • the chief of the tax inspectorate was reinstated;
  • the defendants were taken into custody but later released on bail.

The woman insists that all the department officers involved in the abuse and beatings be severely punished.

The Fergana province prosecutor's office reported that the case materials had been referred to court.
