Starting July 1, if a homeowner fails to make mandatory payments for housing services to apartment building's bank account by the 15th of the month, they will not be able to make payments for electricity bills until the arrears are fully repaid.
This is stated in the president’s February 5 Improving the management system for apartment buildings Decree.
Furthermore, a new procedure will be implemented: for each day of delay, a penalty will be charged on the owner's required payment amount:
- 0.4% for legal entities;
- 0.1% for individuals.
The amount shall not exceed 50% of the overdue payment amount for each month.
From the same date, mandatory payments can only be made by bank cards, electronic payment systems, or bank cashier desks.
As previously reported, this document also outlines programs for building repairs and improvements to adjacent areas: $200 million of foreign-raised funds will be contributed to improve the energy efficiency of 1,032 apartment buildings, and 1 trillion soums will be contributed for building repairs and infrastructure construction and reconstruction. Management of apartment buildings will be digitalized through the Managing Uyim system.
