The president signed the Improving the management of apartment buildings Decree on February 5 allowing consumers of centralized drinking water supply systems in apartment buildings to water trees and shrubs at any time of day, provided meters are installed.

The decree also stipulates that at least 10% of the funds contributed in 2026-2027 (15 times the size) will be used to plant trees and shrubs in areas adjacent to apartment buildings and provide them with irrigation systems.

All trees and shrubs in areas adjacent to apartment buildings shall be subject to an inventory check by managing companies, and information about them must be reflected in the Mening Uyim system.

The document emphasizes that the National Committee on Ecology and Climate Change, the Ministry of Construction, Housing, and Communal Services, regional and Tashkent city administrations, and management companies are responsible for the safety of trees and shrubs planted near buildings as part of the national "Yashil Makon" project.

To date, for many years, watering greenery was permitted only at night—from midnight to 5:00 a.m.—and violators were fined. Residents of apartment buildings often complained about this ban, as without watering, trees and shrubs, including those planted as part of the "Yashil Makon" program, withered.

In November last year, amid a critical deterioration in air quality in Tashkent, the restriction on watering trees with drinking water on private lands of individuals and legal entities in the spring and summer was lifted.

While, plans were announced to install water tanks for watering plants near apartment buildings.
