A new system has been proposed in Uzbekistan to evaluate candidates selected for leadership positions. Under this framework, the knowledge, skills, and core competencies of nominees will be comprehensively assessed using AssessPro, a specialized digital platform powered by artificial intelligence.

According to the draft Cabinet of Ministers resolution released for public discussion, candidates for senior leadership roles appointed or approved by the President, the Presidential Administration, and the Cabinet of Ministers will undergo personal and professional diagnostic screening. This process will be managed by the Executive Assessment Center, a new entity to be established under the Agency for Management Efficiency under the President of the Republic of Uzbekistan.

The project stipulates that all evaluation workflows will be handled through the AssessPro electronic platform. The software leverages AI technologies to systematically map and analyze the professional competencies of civil servants.

The candidate evaluation process will be multi-layered. It encompasses standardized tests to measure general knowledge and intelligence, essay assignments to evaluate literacy in the state language, psychodiagnotic testing, and screenings to assess anti-corruption resilience. Additionally, the process features cognitive and neuro-cognitive skill tracking, competency-based interviews, case-study analyses, and practical scenario assignments.

In a highly innovative move, the draft project also provides for candidates to undergo electroencephalography (EEG) screening. This method will analyze brainwave activity to systematically evaluate specific cognitive traits and mental processing styles.

Upon completing the evaluation matrix, candidates will receive one of three final determinations: "recommended," "conditionally recommended," or "not recommended." A personalized professional portfolio will be generated for each participant, serving as a comprehensive data baseline to support future executive personnel decisions.

According to the draft document, this specialized evaluation sector will be managed by a single, unified center, and all testing frameworks will undergo continuous optimization in collaboration with both national and international experts.
