The Cabinet of Ministers has approved the regulation "On the Procedure for Organizing and Operating Bonded Warehouses" via Resolution No. 388, dated July 16, 2026.
The regulation establishes a unified framework for setting up and operating bonded warehouses, as well as handling customs control and clearance for goods stored within them. According to the document, businesses must hold a valid free warehouse license and be officially listed in the Registry of Bonded Warehouses to operate.
Bonded warehouses are authorized to store foreign goods intended for sale to individuals via dedicated e-commerce platforms. They can also perform inventory preservation operations and basic assembly tasks.
Several strict requirements have been set for inclusion in the Registry of Bonded Warehouses. Notably, applicants must own or operate an active, licensed free warehouse, have a formal partnership or cooperation agreement with an e-commerce platform, and possess a single, contiguous warehouse facility spanning at least 15,000 square meters.
Furthermore, the Customs Committee will review applications and supporting documents within 10 working days of receipt. Following the review, applicants will receive an official notification confirming either their inclusion in the registry or the rejection of their application.
This new framework is expected to significantly improve logistics for e-commerce, streamline customs procedures, and standardize bonded warehouse operations under a single set of rules.
