Environmental review conclusions can now be obtained online in Uzbekistan through my.gov.uz. According to the Unified Portal, those starting a new business or building a facility can obtain the environmental conclusion confirming that the project will not harm the environment without going from office to office or leaving home.
To use the service, applicants must log in to my.gov.uz, fill out an online application and upload their environmental project documents. The district ecology department and the Expertise Center check the documents.
Inspectors from the Ecology Committee's district (city) departments compare the facility's real-time condition with its situation map, then determine and confirm whether the two match.
The State Environmental Expertise Center shall:
- review the application and attached documents for completeness and accuracy, and determines whether the facility needs a public hearing;
- send the applicant a notice to correct deficiencies if the documents are incorrect or incomplete, or if the facility's situation map does not match its real-time condition;
- reject the application if a public hearing on the facility is found to be necessary;
- send the client (initiator) an offer if the documents have been submitted in the proper manner.
The applicant accepts the offer and pays in advance for the state environmental review through electronic payment systems. Payment shall be made by phone. The fee varies by type of facility and ranges from 0.3 to 25 times the base calculation amount, or up to 11 million soums.
The conclusion shall be issued within 39 working days, and the finished document can be downloaded electronically. It is valid for three to five years, depending on the type of document.
