In order to improve legal protection of women and children, the Ministry of Justice proposed through a bill to toughen penalties for certain crimes against sexual freedom and youth, the press service of the Ministry of Justice reported.

In the draft bill, the discussion of which will last until January 26, it is planned to introduce the following amendments and addenda:

For forcing a woman to have an abortion:

  • a fine from 30 million soums to 60 million soums, or from USD 2.7thousand to 5.4 thousand (now - up to 15 million soums, USD 1.3 thousand),
  • deprivation of a certain right from 3 to 5 years,
  • community works from 300 to 360 hours (now - up to 300 hours),
  • correctional works from 2 to 3 years (now - up to 2 years).

For rape or forcible satisfaction of a sexual need in an unnatural form:

  • part 1 - imprisonment from 5 to 8 years (now - from 3 to 7 years);
  • part 2 - imprisonment from 8 to 10 years (now - from 7 to 10 years).

For forcing a person to have sexual intercourse:

  • compulsory public works from 300 to 480 hours (now - up to 300 hours);
  • correctional works from 2 to 3 years (now - up to 2 years);
  • house arrest or imprisonment from 1 to 3 years;
  • under aggravating circumstances (if the perpetrator achieves sexual intercourse as a result of coercion) - restriction of freedom or imprisonment from 3 to 5 years.

For sexual intercourse with a person under the age of 16:

  • imprisonment from 5 to 8 years;
  • under aggravating circumstances (committed repeatedly, by a dangerous recidivist, against a person under the age of 14, against a close relative) - restriction of liberty or imprisonment from 10 to 15 years.

Now, sexual intercourse with a child under 16 is punishable by compulsory community works up to 480 hours, correctional works up to 3 years, restriction of freedom or imprisonment from 1 to 3 years.

For indecent acts against a person aged under 16:

  • house arrest or imprisonment from 3 to 5 years;
  • under aggravating circumstances (committed with the use of violence, against a person under the age of 14, a disabled person, a close relative, using the Internet and telecommunications networks) - imprisonment from 5 to 8 years.

The punishment for such crimes is now limited to compulsory community service up to 360 hours, correctional works from 1 to 2 years, restriction or imprisonment from 1 to 2 years.
