The president Mirziyoyev signed the Measures to organize the civil service based on new approaches in Uzbekistan Decree which introduces IQ and general knowledge tests for newly-minted civil servants.

A new procedure will start from January 1. An employment contract with civil servants hired for civil service for the first time will initially be entered into for a period of one year. It will be extended depending on the results of their activities.

They will take mandatory special courses and advanced training courses at least once every three years. Based on the results of the courses, their theoretical knowledge and skills will be diagnosed.

The tests will assess:

  • expertise of civil servants in the relevant field and industry;
  • skills in drafting documents and maintaining records in Uzbek language;
  • analytical, leadership and communication skills;
  • computer literacy;
  • knowledge of innovations in legislation, the history of Uzbekistan and foreign languages;
  • general knowledge, psychological diagnosis and intellectual quotient (IQ).

The results will be stored and analyzed in the system of continuous online monitoring of the development of professional skills of employees. Based on them, a professional development map will be created - a portfolio of the employee's existing knowledge and skills.

Based on the professional development map, a civil servant shall get mandatory advanced training in "soft" and "hard" skills, including a self-study program.
