The 2026 State Program, approved by the president Mirziyoyev on Monday includes an item on relaxing the use of civilian UAVs.
The Ministry of Defense, Transport, and Digital Technologies, together with the Strategic Development and Reforms Agency, have been tasked with drafting a respective draft decree by June.
According to the draft, legal entities will have to be required to get a permission to import, manufacture, and use drones which is aligned with development of economy based on modern technologies.
The draft should include procedures for the safe use of drones, with Uzbekistan's airspace expected to be divided into "green," "yellow," and "red" zones.
It will also provide for the creation of an automated digital infrastructure for monitoring drone flights, with requirements for training UAV operators and mechanisms for issuing drone pilot licenses to be outlined.
Furthermore, a goal will be set up define a regulatory framework for the import, production, operation, and provision of drone-based services. The program stipulates that activities in this area will be subject to licensing and certification.
