Uzbekistan has lowered the advance payment required for purchasing state-owned assets and non-agricultural land plots to 15 percent, offering buyers the flexibility to pay the remaining balance in interest-free installments within legally prescribed timeframes.

According to a president’s August 28 Additional Steps to Reduce State Participation in the Economy and Accelerate Privatization Processes decree, buyers must pay the 15 percent down payment within 30 calendar days. The remaining balance can then be settled in interest-free installments over periods specified by law.

The decree implements additional incentives for high-value transactions conducted through electronic online auctions, tenders, and commodity exchanges. These incentives apply to state assets valued above 23,000 times the Base Reference Value (BRV) and non-agricultural land plots valued above 8,000 times the BRV.

Under the new payment schemes:

  • Buyers who settle the full 100 percent of the purchase price within six months will receive a 25 percent discount on the total price.
  • Buyers who pay 50 percent within six months can settle the remaining balance in interest-free installments spread over seven years.
  • Buyers who make a 35 percent payment within three months will be permitted to pay the remaining balance in interest-free installments over five years.
