Shavkat Mirziyoyev signed the Approving Strategy for Protection of Children from All Forms of Violence for 2026–2030 Decree, the presidential press service said.

Starting February 1, 2026, a professional foster family service will be implemented for children removed from their families due to violence, those at risk of violence, and those in socially dangerous situations. Furthermore:

  • applicants for professional fosterfamilies shall undergo training based on social rehabilitation programs aimed at reducing the negative impact of psychological trauma suffered by children as a result of violence, preventing and addressing the consequences of behavioral deviations or disruptions in relationships with family members and peers of children who have suffered violence, are at risk of violence, and those in socially dangerous situations;
  • children removed from their families due to violence and in need of social protection shall be placed in professional foster families based on an agreement concluded between Inson social services centers and these families;
  • each child placed in a professional foster family shall receive a monthly payment equal to twice the minimum wage from the State Social Protection Fund for care expenses.
  • each child placed in a professional foster family shall receive a monthly payment from the State Social Protection Fund equal to the accommodation costs of children in family-type orphanages, as established by law.

Initially, compact social support centers will be set up in the Kashkadarya, Navoi, and Khorezm regions, and by the end of 2026, in other regions of Uzbekistan, within the National Agency for Social Protection, for children in need of social protection.

Children removed from their families due to sexual violence may be placed in regional centers of the Republican Center for Rehabilitation and Adaptation of Women by the Inson social service centers, provided that they are placed in separate accommodation.

As of September 1, 2026:

  • child victims of violence, as well as children who have witnessed violence, will be provided with legal assistance at the state's expense from the moment they are involved in the relevant legal proceedings;
  • officials of guardianship and trusteeship authorities will be required to participate in all types of legal proceedings during the pre-trial stage and during trial for cases of violence against children committed by their legal representatives or other relatives;
  • to minimize re-traumatization, preliminary testimony from child victims will be recorded by mandatory video recording;
  • administrative liability will be implemented for failure to report identified cases of violence against children by employees of educational, healthcare, and social welfare organizations, regardless of their form of ownership.

As of March 1, 2026, a service for parents (or guardians) of children in need of social protection, known as "mehrli oila," will be organized at Inson social service centers. To this end:

  • Mehrli Oila (Loving Family) service shall be
  • parents (or their legal guardians) are recruited for the "mehrli oila" service based on the decision of the Children's Commissions of Karakalpakstan, regions, the city of Tashkent, and districts (cities);
  • parents (or their legal guardians) recruited for the "mehrli oila" service will be provided free family therapy services to help restore damaged family relationships and promote socialization, taking into account the psychophysical characteristics of their children.

Procedure has been set up according to which children at social risk, taking into account their behavior, talents, and interests, may be placed in educational institutions specified in Appendix No. 3 during the school year by decision of the Children's Commission of districts (cities) based on a referral from the National Agency for Social Protection. In this regard:

  • children at risk shall be admitted to educational institutions free of charge, without testing or additional examinations, upon referral.
  • if it is not possible to return a child at risk to their parents (or guardians) during school holidays, Inson Social Services Centers shall take steps to provide temporary alternative placement for such children until the start of school.
  • child at risk admitted by referral shall be assigned to the deputy director for academic affairs of the relevant educational institution. Information on their behavior and academic performance is submitted quarterly to the Children's Commission of the district (city) where the child resides.
  • at the end of each year, when approving the admission quota for subordinate educational institutions, ministries and departments shall allocate an additional quota of up to 5% for children at risk, which is reported to the National Agency for Social Protection.

The National Commission on Children's Issues is entrusted with the following additional functions:

  • reviewing the effectiveness of steps taken by government agencies and organizations working to protect children from all forms of violence, as well as by regional commissions on children's issues;
  • regularly discussing the effectiveness of steps implemented to increase the responsibility and life skills of parents (or guardians) to prevent cases of violence against children in the family;
  • regularly analyzing the behavior and academic performance of children at risk admitted to educational institutions under an additional quota.
