President Mirziyoyev signed a decree on December 26 instructing to raise the ratio of locally manufactured goods in public procurement to 85%.
While, the ratio of government entities who will undergo advanced training is to be raised to 98%.
Starting March 1, 2026, an AI-powered e-module will be launched on the public procurement portal. It will calculate the average market price of goods and services for public procurement.
Government customers will be required to set the starting price exclusively through this module.
Public procurement will be evaluated with a high degree of risk if the difference between the starting price or contract price and the average market price in the module is above 10% or is less than 20%. Government oversight bodies will review these items first.
Furthermore, starting January 1, 2026, certain types of goods, works, and services will be procured through a competition based process—call for proposals.
Effective January 1, 2026, the list of goods, works, and services that could be procured through direct contracts will be scrapped. Procurement for these items will be transferred to competitive procedures—tenders, electronic bidding, and other mechanisms stipulated by law.
When drafting new bills permitting direct contracts, contractor will have to be specified. If no contractor is specified, the procurement must be conducted through a call for proposals.
Draft regulations permitting direct contracts will now undergo mandatory anti-corruption review, as well as an assessment of their impact on competition and business.
Starting January 1, 2026, after the publication of government procurement plans, information about these plans will be automatically sent online to domestic manufacturers.
Local auctions will be held between budget customers and domestic manufacturers, with a lower starting price. If only one business entity participates in such an auction, it will be considered successful.
Starting July 1, 2026, public procurement bids will be evaluated exclusively electronically, and government customers seeking direct procurement must post an announcement for at least three business days.
The decree mandates conducting an inventory check of operating official vehicles owned by government agencies within three months and submitting the information by June 1, 2026.
Starting in 2026, the Cabinet of Ministers will implement a practice of quarterly critical review of reports by the heads of large state-owned enterprises and budget customers. These reports will focus on issues of transparency, procurement efficiency, and the prevention of corruption.
