From January 1, 2023, in Uzbekistan, the number of standalone executive authorities subordinate to the government will be reduced from 61 to 28.

At the same time, the number of ministries will be reduced from 25 to 21, and 20 departments will be completely abolished. This is provided for by the decree and resolution of President Shavkat Mirziyoyev, signed on December 21, his spokesman Sherzod Asadov said. The president announced plans to optimize state bodies in a recent address to parliament.

In accordance with the decree, the staff of the executive authorities, including the management staff, will be reduced by a maximum of 30% with the introduction of a "fair wage system."

The funds released as a result of the optimization of staff units under this decree will be used to solve social problems, the document says.

As part of the first stage of the “Administrative Reform of New Uzbekistan”, from January 1, the country will begin the introduction of a “holistic system of executive bodies of the republic, based on the principles of compactness and professional management and aimed at efficiency, consisting of ministries, committees, agencies and inspections.”

The decree also reduces the number of deputy prime ministers from eight to four, and the positions of advisers to the prime minister will be eliminated. Deputy prime ministers will not be able to concurrently hold the positions of ministers or other leadership positions.

  • State Committee on Statistics is being reorganized into the Agency of Statistics and will be subordinate to the President;
  • State Defense Industry Committee - reorganized into the Defense Industry Agency will be subordinate to the Ministry of Defense;
  • The Committee on Interethnic Relations and Friendly Ties with Foreign Countries under the Cabinet of Ministers will be subordinate to the Ministry of Culture and Tourism;
  • Committee for the Management of State Reserves under the Cabinet of Ministers will be subordinate to the Ministry of Economy and Finance;
  • State Forestry Committee will be subordinate to the Forestry Agency under the Ministry of Natural Resources;
  • State Tax Committee will be subordinate to the Tax Committee under the Ministry of Economy and Finance;
  • State Customs Committee will be subordinate to the Customs Committee under the Ministry of Economy and Finance;

  • Uzarchive Agency will be subordinate to the Ministry of Justice;
  • Agency for Space Research and Technology under the Cabinet of Ministers will be subordinate to the Ministry of Digital Technologies;
  • Cultural Heritage Agency under the Ministry of Tourism and Cultural Heritage will be subordinate to the Fund for the Development of Culture and Art under the Cabinet of Ministers;
  • Agency for Work of Mahallabay and Entrepreneurship Development will be subordinate to the Ministry of Employment and Poverty Reduction;
  • The Pharmaceutical Industry Development Agency will be subordinate to the Ministry of Investment, Industry and Trade, and the functions in terms of registration of medicines and medical devices - to the Ministry of Health;
  • The Plant Protection and Quarantine Agency will be subordinate to the Ministry of Agriculture.

Inspectorates:

  • State Inspectorate for Supervision in the Sphere of Informatization and Telecommunications under the Ministry for the Development of Information Technologies and Communications will be subordinate to the Ministry of Digital Technologies;
  • State Inspectorate for Control over the Safety of Water Facilities under the Cabinet of Ministers will be subordinate to the Ministry of Water Resources;
  • Inspectorate for control of agro-industrial complex under the Cabinet of Ministers will be subordinate to the Ministry of Agriculture;

List of government bodies that will be abolished from January 1:

  • Agency for regulation of the alcohol and tobacco market and the development of winemaking - tasks and functions will be transferred to the Ministry of Agriculture (in the part related to agriculture) and the Ministry of Investment, Industry and Trade (in terms of industrial development);
  • Agency for Promotion of Study of Foreign Languages under the Cabinet of Ministers, functions to be tranferred to the Ministry of Preschool and School Education and the Ministry of Higher Education, Science and Innovation;
  • Agency for International Cooperation and Development under the MIFT - to the Ministry of Investment, Industry and Trade;
  • Agency for the Development of the Insurance Market under the Ministry of Finance - to the Ministry of Economy and Finance;
