“I declared a state of emergency in the fight against corruption for 2026, The corruption is a major threat to the country's development and public trust."

"Corruption is the most serious threat, hindering the development of the state, undermining justice and the rule of law, and weakening the atmosphere of trust in society. To allow corruption is to betray our reforms! Betrayal!"

“Without tough measures, Uzbekistan will fail in its path to achieving its development goals:

"If we do not declare a state of emergency, we will not achieve the figures I have announced. The international community will trust us less."

“The position of deputy head responsible for compliance and internal anti-corruption control, as well as representatives of the Accounts Chamber, will be introduced in all government bodies."

"Our system is already significantly outdated. Therefore, we are introducing a new anti-corruption system." The new leaders will be tasked with identifying unscrupulous individuals, preventing embezzlement of budget funds, and abuse of power, reporting directly to the head of state."

"Personal accountability will be steppe dup for every penny of state funds and resources."

“Those who obstruct the activities of compliance services will be considered complicit in corruption.”

“Starting January 1, the Compliance Service of the Presidential Administration must launch a new system across all government agencies and establish strict oversight.”

"The compliance service will report personally to the president on every case of corruption and abuse of power, regardless of position. It will not answer to anyone. Remember that."

"The new system will undoubtedly cause resistance:

"If we fail to implement these innovations, people won't trust us. This will be a new system. Many won't like it starting January 1st. I like it. Those who don't will leave. Everyone will be held accountable by the law. We won't even discuss it. I'm hearing that many people are saying, 'This way' or 'That way.' If you start discussing it, everyone will leave. You are obligated to accept it."
