The Cabinet of Ministers issued a resolution including measures to reduce the negative impact of vehicles on the atmosphere.

As per the resolution, from June 1, 2024, the “Ecological Transport” system will be gradually introduced to monitor compliance with standards on the harmful effects of pollutant emissions from vehicles of all categories.

Areas, based on the actual environmental situation, based on advanced foreign experience and innovative technologies, will be divided into “clean”, “average” and “harmful” zones, designated by “green”, “yellow” and “red” colors.

Vehicles will undergo a diagnostic test using an automated assessment system to determine their level of compliance with regulations. Based on the inspection results, they will be divided into environmental categories of “clean”, “medium” and “harmful”, which will be marked in green, yellow and red, by issuing them with environmental stickers that are protected from counterfeiting and have electronic marking.

For vehicles whose environmental category does not correspond to the ecological zone of the territory, environmental compensation payments are introduced or measures are taken to limit and prohibit their use. And the collected fines will be used to improve the environmental condition of the country.

The Ecological Transport system will be implemented in three stages:

  • at the first stage (2024-2026) - in Tashkent city;
  • at the second stage (2026-2028) - in the city of Nukus and provincIal centers, as well as, if necessary, in some ecological zones (tourist center, nature reserve, recreational areas and sanatoriums, etc.);
  • at the third stage (2028-2030) - in all other provinces.

Diagnostic testing of vehicles and issuance of an electronic sticker, depending on the result, is carried out free of charge during the registration and re-registration process in the provincial traffic police departments. Owners of vehicles with environmental markers will be able to re-pass the diagnostic test once a year and receive an electronic decal.

The process of conducting a diagnostic test and issuing an electronic sticker shall take place in the following stages:

  • until January 1, 2027 – in Tashkent city;
  • until January 1, 2029 – in the city of Nukus and provincial centers, as well as in certain environmental zones;
  • until January 1, 2031 - in all other provinces.

While, emergency vehicles and public transport are being used in all ecological zones without any restrictions. A system of subsidizing the population will be introduced to replace “harmful” cars with “clean” ones.
