On April 30, the President Shavkat Mirziyoyev signed a decree aimed at implementing major digital transformation of the police bodies.

Department of Digital Technologies and Legal Statistics of the Interior Ministry

The Decree provides for the creation of the Department of Digital Technologies and Legal Statistics within the ministry.

Its main goals shall be:

  • to ensure a unified technological approach to the implementation of digital solutions in the system of the Interior Ministry, coordinate and oversee the work of all departments in these areas;
  • to implement artificial intelligence technologies in ensuring public safety, preventing offenses and combating crime;
  • to develop the telecommunications and IT infrastructure of the Interior Ministry, to provide their technical support, information security and risk assessment;
  • to improve the electronic government services of the Interior Ministry, to improve their quality and convenience for individuals;
  • to collect and store legal statistics and special accounting information, to maintain an integrated database and a centralized archive.

As an experiment, the position of Deputy Chief of the Main police department/Chief of the Digital Technologies and Legal Statistics Service shall be added in the structure of the Main police departments of Tashkent city and Tashkent province.

In 2025-2027, the activities of the Office of Digital Projects under the Interior Ministry will be organized. It will be in charge of the processes of digital transformation in the system of police bodies.

In addition, the Interior Ministry will hire IT specialists to the Department of Digital Technologies on a contractual basis at the expense of extra-budgetary funds and taking into account market conditions.

Residents of the IT Park will be hired for acceleration and incubation programs to support startups in the field of public safety, early crime prevention and crime control.

The Interior Ministry, in turn, will allocate premises for the work of such accelerators, incubators and startup studios.

Hackathons will be held with the participation of talented young people to create solutions to urgent problems in the field of public safety.

Digitalization of the Interior Ministry’s services

Some of the governmental services provided by the Interior Ministry will be switched to onlne format. The following services will be digitalized:

  • registration of the removal of vehicles from the impound lot;
  • permanent registration at the place of residence of foreign nationals and stateless persons permanently residing in Uzbekistan, from one address to another;
  • editing the permanent address of a individual and information about persons registered at this address.

The following will also be available in electronic format:

  • licenses for manufacturing, repair and sale of civilian and service weapons and ammunition for them;
  • permits for the import, purchase and storage of explosive materials, as well as their transportation;
  • permits for holding mass events.

In addition, this year the Interior Ministry will begin to proactively notify individuals through the Unified Portal of Interactive Public Services (EPIGU) and SMS:

  • from August - about the expiration of the storage period of license plates (10 days in advance);
  • from September — on the need to pass a technical inspection of vehicles (within 10 days);
  • from June — on the imposition of a fine for an administrative offense (promptly).

Concept of the Interior Ministry’s AI push

The Decree approved the Concept of implementing and development of AI technologies in the activities of the Interior Ministry.

Artificial intelligence will be used in digital forensics, in the collection, storage and processing of data, as well as for the creation of analytical and predictive models aimed at preventing offenses and promptly solving crimes.

It is envisaged to implement robotics in the provision of services to the public, as well as in forensic and operational-preventive activities.

A system for predicting human criminal behavior will also be launched using real-time profiling of images from surveillance cameras. For predictive analytics, it is envisaged to use advanced learning technologies.

From 2027, the following is envisaged to be introduced into the work of the Interior Ministry:

  • autonomous drones with AI for maintaining public order;
  • modeling of possible crimes in a virtual environment;
  • automatic execution of official Decrees;
  • AI capable of recognizing and reproducing human emotions.

Public safety

It is envisaged to implement AI solutions to improve public safety and the efficiency of the Interior Ministry. In particular, a single “smart” system will be created that combines the 102 service, video surveillance, navigation and other digital data.

It is envisaged to implement technologies for recognizing suspicious actions, persons, vehicles and other objects in real time using cameras with an identification function.

It is envisaged to implement “smart” algorithms for monitoring fraudulent and extremist content on the Internet.

The Interior Ministry and the Ministry of Digital Technologies have been instructed to approve a program of measures for the implementing of AI in the activities of police agencies for 2025-2027 within two months based on the approved concept.
