The President Mirziyoyev signed a decree on September 8 equating most of individuals personal data on the Unified Portal of Interactive Governmental Services (UPIGS) to their hard copy from November 1.
The Decree bans government bodies from this date to request hard copy of the documents below if they are submitted using the UPIGS mobile app - MyGov.
- Personal Identification Number of Natural Person (PINNP), driver's license, place of residence, citizenship, vehicles, real estate, places of study, work, education, criminal record or lack thereof, self-employment, the presence of a ban to leave the country, and so on.
From January 1, 2026, government bodies shall be banned from requesting 30 types of data and documents from the public, including business entities.
Among them are certificates of residence, the presence of a ban on a car, 083 and 063 medical certificates, a national foreign language proficiency certificate, and others. For provision of governmental services whils hiring and conducting other administrative procedures, this data shall be obtained through the Digital Government system.
Due to implementation of interdepartmental information exchange, from December 1 of this year, civil registry offices shall no longer be allowed to request medical check-up results from persons reistering marriage, and a copy of court ruling on divorce.
From the same date, the obligation for conscripts and military personnel to provide information to defense registry bodies about changes in their place of residence, place of study, place of work, and position will be abolished.
Vehicle registration certificates shall no longer include the address of vehicle owner.
From November 1, governmental service centers will be entitled to provide services to the public and business entities for all governmental services on the Unified State Register of Governmental Services.
By 2028, the number of services provided through the Unified State Register of Governmental Services and governmental service centers will increase to 900. While, the number of proactive governmental services will rise to 53, and composite services — to 74.
Starting from November, when applying to governmental service centers, pensioners, pregnant women and individuals who come with a child under 3 years of age shall be provided with out-of-turn access to governmental services.
When registering individuals in the Unified Identification System (OneID), the procedure for biometric identification of a person (Face ID) shall also be introduced.
Through reduction of bureaucracy and red tape, digitalization of governmental services and implementing AI, individuals are expected to save 47 billion soums per year and administrative costs will be reduced by 80 billion soums.
49 billion soums in administrative costs are projected to be saved through gradual setting with 1,100 interactive kiosks of self-government bodies. The first 600 kiosks will be installed within six months using funds from the extra-budgetary Fund for the Development of Justice Bodies and Institutions of the Ministry of Justice. The remaining 500 will be installed using $2 million of loan from the Reconstruction and Development Fund for a period of 5 years, including a grace period of 2 years, at a rate of 2% per annum.
As a reminder, since July 1, digital versions of a number of documents in the MyGov application, including passports and driver's licenses, have been equated to paper ones. Citizens of Uzbekistan can already register for domestic flights using electronic documents.
