Uzbekistan is introducing a new system for streamlining mandatory regulatory requirements, the Ministry of Justice said. Currently, market operations are governed by approximately 20 separate documents containing more than 500 fragmented requirements. The systematization effort is expected to consolidate and eliminate over 30% of these requirements.

It has also proposed that all mandatory requirements be incorporated into a unified Business Regulatory Requirements Registry, assessed against practical performance indicators, and subjected to comprehensive ongoing monitoring.

Drawing on the experience of the UAE and Singapore, the reforms envision the elimination of ineffective, outdated, and redundant bureaucratic requirements, along with the introduction of a "Business Calculator" methodology, a regulatory "guillotine" mechanism, and a One In, One Out principle — whereby any new requirement introduced must be offset by the removal of an existing one. Additionally, a system will be put in place to track the effectiveness of each requirement, with a full review of their impact conducted every three years.
