According to the draft Master Plan for Samarkand 2045, the city's territory and population are projected to nearly double. Under the new blueprint, Samarkand's total area will expand from 11,200 hectares to 28,400 hectares, while its population is forecasted to reach 1.2 million residents.

The draft government resolution outlines a comprehensive approach to Samarkand's development, aiming to modernize urban infrastructure and streamline all construction work under a unified master plan. According to the document, all new developments must strictly align with approved master plans and detailed urban zoning projects.

The draft divides the city into three distinct zones: conservation, reconstruction, and renovation. In conservation zones, cultural heritage sites and green spaces will be strictly protected, placing tight restrictions on new construction. Conversely, renovation zones will permit the demolition of outdated, substandard structures to make way for modern complexes.

The project places a heavy emphasis on transport infrastructure. By 2045, Samarkand aims to construct an additional 837 kilometers of new roads, widen 160 kilometers of existing thoroughfares, and build new tram networks. Officials have set a target to increase the share of public transit usage among commuters to 60%.

Major changes are also slated for the city's environmental landscape. The master plan outlines the creation of 11,000 hectares of additional urban green spaces alongside an 18,000-hectare green belt looping around the city perimeter. This initiative will effectively double the amount of green space per capita from 5 square meters to 10 square meters.

Furthermore, any developments impacting the visual landscape of Samarkand's historic center—a UNESCO World Heritage site—must be strictly coordinated in accordance with international heritage standards.
