Mopeds and scooters were involved in 563 road accidents in the first nine months of 2026, killing 89 people and injuring 488, the Road Traffic Safety Service reported.

Traffic violations by moped and scooter riders rose sharply to 4,312 in the period, from about 300 in 2025, the service said. In 162 cases, riders had no documents and were intoxicated.

The service said plate and license requirements for mopeds and scooters are not new. A government resolution dated July 17, 2024, implemented separate license plates for them and a simplified registration procedure.

Small motor vehicles with a maximum design speed of no more than 25 kph, and either an internal combustion engine of up to 25 cubic centimeters or a rated power of up to 0.25 kilowatts, need no license plate. An A1 license alone is sufficient to ride them.

Applicants for the A1 subcategory need not attend mandatory driving school courses and can prepare for exams independently. Holders of A, B, C or D licenses do not have to obtain A1 separately. The A1 theory exam requires 16 correct answers out of 20, compared with at least 18 out of 20 for other categories.

The service stressed that riders must know the traffic rules and hold a license to ride safely.
