Behzod Musaev, the former director of the Migration Agency, has been appointed chairman of the board of the public foundation Vatandoshlar (“Compatriots”), the foundation’s website said.
He replaces Odiljon Sattarov, who held the post from September 2021 and is now listed on the site as deputy chairman of the board.
Musaev, born in 1973, headed the External Labor Migration Agency from September 2024. Mukhsinkhoja Abdurakhmonov became director of the Migration Agency in September 2026.
During Musaev’s tenure, the agency’s work was accompanied by investigations and public accusations against its staff and leadership. In May 2026, a department under the Prosecutor General’s Office said it had identified an organized criminal group that charged citizens $7,000 to $12,000 above official payments for placement in jobs in South Korea, with proceeds estimated at nearly $90 million.
Aziz Tashtemirov, the former head of the agency’s office in South Korea, was put on an international wanted list on suspicion of fraud. He later made a series of accusations against Musaev on the Telegram channel Korea24. Musaev had not commented when the original report was published, and the agency’s press service said the accusations were not directly related to his work.
On Aug. 5, the department said a criminal case had been opened under Article 167 of the Criminal Code over 931.6 million soums paid to two agency employees for a period when they were not working, and 88.5 million soums paid to eight employees while under disciplinary penalties. It did not say whether Musaev is a suspect.
Vatandoshlar was created by a presidential decree of Aug. 11, 2021, to develop cooperation with fellow countrymen abroad and help protect their rights and freedoms. The resolution provided initial funding of 5 billion soums from the Cabinet of Ministers’ reserve fund.
