The Tashkent city mayor’s office has published the presidential draft Measures to develop a draft Tashkent city’s development master plan until 2041 Decree for public input.

As it follows from the document, the concept of the master plan has already been developed by the mayor’s office, TashkentboshplanLITI and the Turkish company Kentsel Yenileme Merkezi A.S.

The Department of Cultural Heritage of the Ministry of Culture should develop a project for the protection of cultural heritage objects.

As an exception, the project proposed to allow the customer (mayor’s office) and the main design firm to engage local and foreign companies, and hire specialists through direct agreements without call for bids, for the development of the general plan.

The Tashkent city mayor’s office and Tashkent province governor’s office together with authorized state bodies should submit a proposal to the Cabinet of Ministers on the establishment of the capital city’s new administrative borders as part of the general plan concept.

The document noted that in 2018 the capital’s population was 2.49 million people (as of January 1, 2019 - 2.51 million), and by 2041 it is expected to grow to 3.3 million people.

The city area is proposed to be expanded from the current 33.068 thousand hectares to 41.5 thousand by 2041. It is planned to expand the territory of Tashkent by approximately 8400 hectares by joining a number of territories of the Tashkent province:

  • Khanabad and Uzgarish villages, territories north of the Yunusabad district (Zangiata district);
  • part of Salar and Olmos villages (Kibray district);
  • territories adjacent to the Sergeli district (Zangiata, Yangiyul, Yukorichirchik districts);
  • territory to the south of Bektemir district (Kuyichirchik district).

Discussion of the draft decree will last through May 13.
