Uzbekistan cafes, pubs and restaurants will soon be able to officially hire staff through a streamlined process, allowing for short-term employment contracts ranging from a single day to a week.

According to the president’s Creating More Favorable Economic and Administrative Conditions for the Growth of Small Business Entities Decree, a new hiring mechanism will take effect on June 1, 2026. Under this framework, hospitality and catering businesses can instantly register certain categories of seasonal or temporary workers, process their employment agreements, and pay their wages on the very same day using a dedicated mobile app developed by labor authorities.

This initiative was originally presented to President Shavkat Mirziyoyev during a May 26 government meeting focused on removing regulatory bottlenecks for small businesses.

Previously, labor laws enforced a one-size-fits-all approach: whether an employer was a large government body or a small private business, hiring and termination followed the exact same rigid bureaucratic procedures. However, the food and beverage industry operates under completely different dynamics. Staff in this sector often work on a short-term or even daily basis, with fluctuating workloads and unpredictable shifts.

With these upcoming legislative amendments, the law will finally adapt to these industry realities, enabling businesses to legally hire short-term staff for flexible durations, such as a single day or a week, with minimal paperwork.
