President Mirziyoyev signed a decree on November 18 establishing Government Targeted Fund for Mitigating National Environmental Problems under the National Committee on Ecology and Climate Change.
900 billion soums will be contributed from the state budget to the special fund this year alone. While in 2026, funds from the national budget will alos be contributed to this special fund. The total planned contributions will standa at 548 billion soums, including:
- 250 billion soums for Yashil Makon (Green Space) project;
- 150 billion soums for sanitation;
- 73.7 billion soums for creation of protective forests;
- 66.3 billion soums for purchase of specialized equipment.
Minister of Economy and Finance Jamshid Kuchkarov announced at a meeting of the Legislative Chamber on December 3 that 900 billion soums would be contributed from the budget to the special fund in 2025. According to him, the funds were scheduled to be fully transferred by the end of the year. He also underscored the activities of the special commission created to take swift staeps to improve air quality.
Deputy Chairman of the National Committee on Ecology and Climate Change Zhusipbek Kazbekov spoke about the future contributions to the fund. Starting January 1, 2026, 20% of funds will be received from trading carbon units, while, fines for environmental violations will also be directed to the fund.
"The fund will receive 10% of recycling fees collected upon the release of vehicles under the import customs regime. Starting January 1, 2027, 100% of the recycling fee for rubber tires will be transferred in full. Furthermore, 90% of the recycling fee collected upon the manufacture of vehicles will also be contributed to the fund," he underscored.
A management council will be set up within the fund, which will preliminarily review the programs of the projects being implemented and then submit them to the Presidential Administration for review. The council will be headed by the Chairman of the National Committee on Ecology and Climate Change Aziz Abdukhakimov. It will include representatives of the Senate and Legislative Chamber, the Ministry of Economy and Finance, and four independent public representatives.
He emphasized that a public council had been established under the foundation, and its activities would be based on the principles of transparency and public accountability.
National Committee on Ecology and Climate Change was created within the Ministry of Ecology In November. It shall report directly to the president (previously, the body was part of the Cabinet of Ministers). The chairman of the committee also serves as an advisor to the head of state on environmental issues.
Furthermore, a separate presidential decree created a special commission to improve the environmental situation in Tashkent city. According to Kazbekov, efforts are being taken in three areas: conducting operational raids and inspections; temporarily suspending business operations if necessary; and implementing medium- and long-term systemic measures based on scientifically sound calculations.
