President Mirziyoyev signed a decree to develop psychological services in the continuing education system, creating a research institute and ordering regular psychological assessments of teachers and students Monday.

The document aims at “improving the quality of human capital” and “ensuring the psychological well-being of young people,” it says.

A Research Institute of Psychology will be set up at Nizami Tashkent State Pedagogical University’s psychology center, reporting to the Ministry of Education and Science. It will be the main body for research and training of psychology specialists at all levels of education.

Assessments will be held at least once per academic year on a dedicated electronic platform, starting in the 2026/2027 year in preschools and general secondary schools and in 2027/2028 in secondary specialized, vocational and higher education institutions. Personal data must be kept confidential.

Findings will be analyzed using artificial intelligence, and participants sorted into “psychologically resilient,” “in need of psychological support” and “requiring active psychological support” groups. The last two will receive individual support plans, and the last will also get mentor-psychologists.

From 2027, the institute plans to upgrade the skills of 2,000 psychologists a year, or 8,000 through 2030, and retrain 150 specialists annually. The 150 best mentor-psychologists will receive a one-off payment of 20 times the minimum wage from the state budget each year.

An interagency council chaired by Education and Science Minister Erkinjon Turdimov will coordinate research and training in psychology. A unified electronic platform for psychological assistance and a national monitoring system are due to launch in October 2027. The resolution also provides for voucher funding for socially vulnerable groups and the involvement of private psychologists through public-private partnerships.

The institute will have three laboratories, covering digital psychology and AI, educational psychology and psychological services, and psychological health and prevention. The last will monitor the population’s psychological condition in line with World Health Organization standards and work on preventing burnout, anxiety, depression and suicidal behavior.
