President Shavkat Mirziyoyev chaired a government meeting on Friday to discuss Tashkent city's development, investment, employment, and infrastructure in neighborhoods.

According to the president, the capital's districts should each specialize in specific economic sectors based on their potential.

In Sergeli, Yangihayot, and Bektemir districts, officials propose building large logistics complexes to sort, package, distribute, and deliver cargo arriving in Tashkent.

Shaykhantahur, Mirzo-Ulugbek, Mirabad, Yunusabad, and Yakkasaray districts are planned to develop as business and financial hubs. Authorities aim to build a $2 billion capital market there and create 20,000 to 25,000 high-paying jobs.

In Almazar, Chilanzar, and Uchtepa districts, officials plan to attract at least $1 billion in investment for education, healthcare, trade, and services, generating 15,000 to 20,000 jobs.

Work with investors was also discussed separately. In 2026, Tashkent's 12 districts aim to attract $9 billion in investment. The president criticized several districts for falling behind on their investment targets and announced a new approach to working with investors.

Bektemir District has attracted $293 million against a target of $450 million; Yangihayot, $310 million against a planned $500 million; Uchtepa, $335 million against a target of $550 million; and Yunusabad, $650 million against a planned $1 billion.

"The hokims of these districts need to explain how they intend to fulfill their commitments in the time remaining. A new system will be implemented for investment work. Prime Minister Aripov and the reform team — Umurzakov, Azimov, Butunboyev, and Kudbiyev — along with national-level officials assigned to each district, will travel with the district hokims to one district every Saturday, meeting with investors from morning until evening to resolve their issues," the president said.

To spare investors from having to navigate multiple agencies, their concerns are to be resolved directly at the district level. Representatives of national and city authorities will meet with entrepreneurs and investors on the ground every week.

If an issue requires a higher-level decision, proposals must be forwarded to the Presidential Administration the same day. This "special control" arrangement will remain in effect through the end of the year. "Issues related to this district will also be brought to the president's level. By Monday, there should be no unresolved problems left. We will operate under this system until January 1," Mirziyoyev said.

Mirziyoyev also instructed officials to prepare a plan to attract $10 billion in investment to Tashkent in 2027 and create 150,000 to 200,000 permanent, high-paying jobs.
