The Justice Ministry announced that a national business census will take place from October 15 to November 30, 2026.
The initiative follows a presidential decree signed on September 10, which approved the National Statistics Development Strategy 2030 and outlined measures for the effective utilization of census data. According to the decree, the business census will capture the operational status of enterprises nationwide as of October 1, 2026.
By the end of 2027, the National Statistics Committee will leverage population and agricultural census results to establish a statistical population register. This new system will form the basis for calculating and publishing ongoing population figures. Government demographic databases will be synchronized and integrated into this register to ensure continuous data updates.
The register will be deployed only after undergoing an assessment by the Cyber Security Center to guarantee compliance with security protocols. The security of the information system will face continuous monitoring. Only authorized personnel will have access to the register, and its use is strictly confined to generating aggregated data for statistical purposes. The decree explicitly prohibits government agencies, legal entities, and individuals from accessing personalized individual data.
Additionally, authorities will build and continuously update a statistical agricultural register. The decree also sets out the core priorities for the National Statistics Development Strategy 2026–2030. These focus areas include standardizing the coordination of official statistics producers, aligning methodologies with global standards, driving digital transformation, easing the reporting burden on enterprises, and modernizing data infrastructure.
Furthermore, beginning January 1, 2027, micro-firms and small enterprises can only be selected once a year for the quarterly sample surveys conducted by statistical agencies.
The data modernization push follows earlier reports that select leading entrepreneurs would become eligible for unsecured loans worth up to 5 billion soums.
