The Senate at its session on November 1, approved a law regulating the use of artificial intelligence (AI) technologies.

Speaking at the meeting, Senator Malika Kadyrkhanova noted that artificial intelligence is penetrating the economy, education, medicine, agriculture, and the management system. “While at the beginning of the year it was predicted that the volume of AI contribution in the global economy would reach $15 trillion by 2030, today's analysis shows that this figure will exceed $20 trillion,” she stated.

According to her, Uzbekistan has already taken steps to develop the industry: a AI Technologies Development Strategy 2030 has been approved, a legal framework has been created, and more than 30 pilot projects are being implemented in the areas of public services, finance, public safety, and transport.

“In one year, the country has climbed 17 positions in the international AI readiness index taking thetop spot in Central Asia,” Kadyrkhanova said.

The Bill has proposed amendments and addenda to a number of regulations, including the Informatization Law ". it defines the concept of an artificial intelligence, main areas of national policies in this area, establishes general rules for the application of AI in the creation and operation of information systems, and enshrines provisions aimed at protecting personal data and preventing its illegal dissemination in the media and on the internet.

Furthermore, it defines that information resources and systems created using artificial intelligence should not harm a person, their life, health, freedom, honor and dignity, or violate other inalienable rights.

Three main functions of the authorized state body are also enshrined:

  • facilitating attracting investment in AI;
  • creating technical infrastructure for processing data of state bodies using AI;
  • training, retraining, and advanced training of specialists in this field.

During the development of the bill, the experience of the USA, Canada, EU countries, Russia, China, Japan, and South Korea was studied.
