The procedure for calculating child support payments could be revised, Deputy Prime Minister and Chairwoman of the Committee on Family and Women's Affairs Dilnoza Kattakhonova announced at the Senate session today.
The government official told the session that child support has become a subject of heated debate in recent days, noting cases in which parents conceal their real income or register for minimum-wage jobs specifically to reduce their child support obligations. In light of these practices, the government is proposing a new collection mechanism.
"To strengthen and guarantee child welfare, a minimum consumer basket will be set up for each age group. We are proposing that child support be calculated based on the consumer basket a child actually needs, rather than on the salary of the mother or father," the committee chairwoman said.
Kattakhonova also told the session that the government is pushing a proposal to transfer child support collection functions from the Compulsory Enforcement Bureau to the private sector.
Under the Family Code, individuals with official income — as well as those working informally — are required to pay child support based on their salary:
- For one child — one-quarter of earnings;
- For two children — one-third of earnings;
- For three or more children — half of earnings.
Courts may also increase or decrease the amount of child support based on the financial and family circumstances of both parties. For those earning informal income, child support shall be calculated based on the average wage. Currently, individuals without official income pay child support as follows:
- For one child — 1.7 million soums (up from 1.4 million);
- For two children — 2.3 million soums (up from 1.9 million);
- For three or more children — 3.4 million soums (up from 2.9 million).
Earlier, it was proposed that couples with clear grounds for divorce should not be subject to a waiting period to dissolve their marriage. She also underscored that individuals below the legal marriage age could be permitted to marry only in cases of pregnancy or childbirth.
