Rail lines linking airports with railway stations are planned in Tashkent, Urgench and Bukhara, according to a draft strategy for comprehensive development of domestic passenger transport through 2030.
The document sets targets of one rail connection in 2026, two by 2029 and three by 2030. For now, it provides for electrified lines between Tashkent’s North railway station and the new Tashkent international airport, Urgench railway station and Urgench international airport, and Bukhara railway station and the new Bukhara international airport.
The Ministry of Transport and Uzbekistan Railways are asked to prepare feasibility studies and design documentation, identify land, agree engineering solutions, build the lines and commission them.
The draft provisionally allocates $68 million in commercial bank loans for electrified lines on the Parkent-new Tashkent airport and Bukhara station-new Bukhara airport routes: $30.6 million in 2029 and $37.4 million in 2030.
The strategy also provides for six transport hubs in Tashkent, Samarkand, Bukhara, Urgench, Nukus and Fergana. It proposes 20 public transport routes by 2030 linking airports, railway stations and bus stations, with the aim of cutting transfer times.
Construction of the new Tashkent international airport on about 1,310 hectares in Tashkent province began in October 2025 with Saudi Arabia’s Vision International Investment, Japan’s Sojitz and South Korea’s Incheon International Airport Corporation. About $3 billion is to be raised initially, and the airport is to handle 20 million passengers a year, rising to 46 million.
In Bukhara province, an international tender to build and operate a passenger terminal under a public-private partnership was announced in March 2026. In August 2026, an 11-km electrified line linking Urgench airport with Khiva, built at a cost of 225 billion soums, was unveiled in Khorezm province.
