President Shavkat Mirziyoyev signed an Introduction Of Project Management In Uzbekistan Decree Monday. The document provides for introduction of modern forms and methods of control and decision-making based on the principles of project management, ensuring rational use of resources when reforming the governance system, economy and social sphere.

The decree notes the existence of shortcomings that "hamper effective implementation of policies aimed at comprehensive socio-economic development, timely identification and elimination of factors that impede the reforms implemented in Uzbekistan."

A SIngle National Information System for Project Management of Uzbekistan is being established in an intent to increase the efficiency and transparency of management over implementation of government programs and public expenditure. The System provides for:

• introduction of a single national resource guide, which allows to form an objective market value of each resource (goods, works and services), avoid incorrect technical assignments and estimates;
• calculation of resources, evaluation of project’s  efficiency, correct assessment of quantity and type of resources, including using 3D project technology;
• establishment of e-control over the development and approval of pre-project and project documentation, compliance with execution discipline, ensuring traceability and accountability;
• organization of a single automated system of public spending, ensuring transparency and preventing abuses;
• introduction of calendar-network planning with visualization of actual state of work performance, program execution, and formation of plans and schedules with alert system;
• control and analytical support of management decisions.

The decree has created a Coordination Council responsible for Introduction of Uzbekistan’s Single National Information System of Project Management, headed directly by the President.

In addition, a National Project Management Agency under the President of the Republic of Uzbekistan has been established.

Ensuring the supervision over unconditional fulfillment of the requirements of the decree is entrusted to the General Prosecutor's Office.
