Increased property tax and land tax rates will be deployed for greenhouses located in Tashkent city and in certain districts of Tashkent province. A bill to this effect has been submitted for public input, with comments open until July 31.
Under the bill, the tax rate for land plots occupied by greenhouses in Tashkent city and in the Yuqori Chirchiq, Qibray, Yangiyul, Zangiota, and Tashkent districts of Tashkent province will be set at ten times the rate currently applied to agricultural land. No tax benefits will apply to such greenhouses.
These higher property and land tax rates will not apply to greenhouses whose heating equipment (boiler houses) has been dismantled, or to greenhouses that run on electric heating. Information identifying such greenhouses will be supplied by the authorized environmental protection agency.
According to the bill, the changes are meant to reduce the harmful impact of greenhouse operations on the environmental situation in Tashkent city and province, and to encourage environmentally safe, energy-efficient heating technologies in greenhouse farming.
A Cabinet of Ministers resolution dated April 9, 2026, had already set a deadline of September 1, 2026, for introducing this draft law. That same resolution also banned, starting June 1, 2026, the establishment and state registration of new greenhouse operations that rely on coal, fuel oil, or other atmosphere-polluting fuels in Tashkent city and in the Yuqori Chirchiq, Qibray, Yangiyul, Zangiota, and Tashkent districts.
Greenhouse operations in Tashkent city and province found to be harming the environment and public health will also be relocated to the "Surkhan-Agro" free economic zone in Sherabad.
