On October 21, a monitoring group, formed by the Oliy Majlis’s Human Rights Commissioner (Ombudsman), visited Nafosat Ollashukurova, who is undergoing compulsory treatment in a psychoneurological dispensary in the Khorezm province since September 26, the Ombudsman’s office said in a statement.

Blogger Nafosat Ollashukurova, aka Shabnam Olloshkurova on Facebook, was arrested on September 23 for 10 days along with the journalist Makhmud Rajabov, who, along with his relatives, went on foot to Tashkent. The crowd led by Rajabov was stopped in Urgench.

Nafosat Ollashukurova was sent to a neuropsychiatric dispensary before her administrative arrest ended due to her manifesting the signs of a mental disorder, psychopathic and paranoia syndrome.

According to the Ombudsman, the group, in addition to representatives of the Ombudsman, included officials of the Women's Committee, leaders of the Ezgulik Human Rights Society Abdurahmon Tashanov and Najot human rights organization Khaitboy Yakubov, as well as psychiatry experts. The meeting was attended by the brother Nafosat Ollashukurova Tozhimurod.

The monitoring group reportedly found clear confirmation to N. Ollashukurova’s being in a relatively stable mental condition and being capable to maintain dialogue. During the conversation, Ollashukurova noted the favorable attitude of the employees of the pychiatric clinic and the absence of any psychological or physical pressure on her. N. Ollashukurova also reportedly expressed regret for her actions, which served as the basis for administrative liability.

The case-study of her disease by physicians found "matching of the diagnosis with the criteria in the Statistical Classification of Diseases and Related Health Problems (ICD), and assigning of treatment according to clinical symptoms."

They noted "relative improvement in the patient's condition", but emphasized "the persisting elements of depression and the need to maintain the treatment." The doctors did not prescribe potent drugs that suppress the mental activity of a person.

Nafosat Ollashukurova talked on the phone with her parents and “informed them about her health, favorable conditions of detention and respectful attitude of medical staff towards her”.

Mahmud Radjabov, having served 10 days of arrest, was released. On October 18, the court found him guilty of Distributing materials containing a threat to public safety and order and Smuggling and sentenced him to 5.5 years of probation with a 2.5 years' trial period.
