On December 30, 2025, the president Shavkat Mirziyoyev signed a decree on improving the anti-corruption system by 2030.

The decree has defined four key areas of activities in this area:

  • creating a professional anti-corruption system in government agencies and companies with a government stake of 50% or more;
  • early identification of corruption risks;
  • active implementation of digital technologies and artificial intelligence;
  • expanding transparency.

The decree has approved a comprehensive Action Plan for the implementation of anti-corruption policies and has outlined new duties for the Anti-Corruption Agency. The agency has been tasked with coordinating the anti-corruption review of regulations, monitoring the openness of the publication of decisions in the E-Qaror system, and identifying conflicts of interest, including in projects with international funding.

The agency will also develop requirements for digitalization of duties in government agencies with high corruption risks.

Anti-Corruption Compliance Control

Internal anti-corruption control units in government agencies shall collaborate with the Anti-Corruption Agency. Their tasks shall be approved in consultation with the Agency.

KPIs will not apply to internal compliance employees in government agencies, although performance bonuses will remain at the maximum level. Mandatory requirements for education, length of service, and a special certificate will be introduced for senior compliance positions in government agencies.

National Compliance Management Certification System

From July 1 to 2030, the National Anti-Corruption Management Certification System will be implemented. It will be implemented first in agencies with unsatisfactory anti-corruption ratings.

The Agency will develop a plan for expanding the system to other government agencies. Failure to implement the system on time may result in the suspension of incentive payments to government agency management.

Unified Anti-Corruption Cluster

The decree provides for the creation of an Anti-Corruption Cluster, which will include:

  • Law Enforcement Academy;
  • Tashkent State Law University;
  • Institute for Retraining and Advanced Training of Legal Personnel under the Ministry of Justice;
  • Criminology Research Institute.

Participants will regularly exchange analytical and statistical information, research data, and public monitoring data.

Digitalization and AI

Starting July 1, 2026, the "Digital Compliance" software and information system will be launched in test mode. It will enable data exchange between agencies, fully digitalize the work of anti-corruption units, and utilize artificial intelligence to identify risks, affiliations, and conflicts of interest in public procurement. The full launch of the system is scheduled for the end of 2026.

Transparency of Regulations

Unjustified failure to publish acts adopted by national and local executive authorities in the E-Qaror electronic system shall be deemed a violation of the law on the transparency of government agencies, and will result in being held accountable.

Failure to file data to the agency or providing false data shall be deemed obstruction of its work.

Press services of government agencies will be assessed using a point system for ensuring transparency. The appendix to the decree specifies the required number of press conferences, briefings, and online broadcasts, the speed of response to critical materials, and the launch of technologies that include feedback.

Methods of Protection and Incentives

To protect individuals who report corruption offenses from violations of labor laws, including cases of persecution and harassment, the agency will issue restraining orders.

Starting in 2026, the state budget will contribute at least 10 billion soums annually for anti-corruption measures.

It should be noted that, due to an ineffective whistleblower protection and incentive system, only 30 individuals were awarded incentives in 2024, with 90% of them receiving only letters of thanks.

To engage the public in the fight against corruption, it was planned to create effective incentive mechanisms for whistleblowers and adopt a law to protect them.
