Mahalla chairmen will be granted the authority to put vacant land plots up for auction to construct private kindergartens, schools, clinics, and sports facilities. The President of Uzbekistan announced this measure during a government meeting on July 16, which focused on a new organizational framework for neighborhood operations.

This updated procedure was illustrated using the example of the Yangi Kuva mahalla, which currently counts 51 unemployed residents. Among them, four are graduates of an agricultural technical college and possess 1,000-square-meter private garden plots. Under the new system, the mahalla chairman will submit an application to an assigned bank representative to build lightweight greenhouses on these plots, specializing in growing flower seedlings.

For the remaining unemployed individuals, the chairman must identify who wishes to pursue entrepreneurship, which households aim to increase their income, and who requires loans, equipment, or land. Following this assessment, specific mandates will be assigned to banks for each individual case.

In Yangi Kuva, a shortage of preschool infrastructure forces 50 children to attend a kindergarten in a neighboring community, despite 7,000 square meters of vacant land sitting unused within their own territory. The President announced that the power to put such underutilized plots up for auction will be transferred directly to mahalla chairmen.

During the session, Shavkat Mirziyoyev also reviewed the participation of low-income families in employment initiatives, noting that in certain districts, their engagement does not even reach 15%. He cited Qorao‘zak, Marhamat, Mirishkor, Nurabod, and Termez as examples of areas with particularly low indicators.

Furthermore, across 32 specific mahallas where 960 low-income families reside, not a single person in need was placed into permanent employment. In another 883 neighborhoods, bank workers failed to conduct door-to-door visits, design community projects, or consult with local entrepreneurs.

Since the beginning of the year, 152 officials have been dismissed from their positions due to unsatisfactory organization of mahalla-level operations, and an additional 700 have faced disciplinary actions.

The meeting concluded with sharp questions directed at responsible heads regarding tax revenues, crime containment, and resolving public grievances.

"The mahalla must become a true center of trust, support, and opportunity for our citizens," Shavkat Mirziyoyev emphasized.
