President Shavkat Mirziyoyev has signed a decree outlining supplementary measures for the socio-economic development of Tashkent throughout 2026 and 2027. The document sets forth a wide range of tasks covering industry, investment, infrastructure, tourism, trade, youth policy, and urban planning.

Under the decree, the government aims to boost Tashkent’s gross regional product (GRP) by 11.7% in 2026. Within the same year, industrial output is targeted to grow by 8.5%, market services by 19%, and construction works by 17.3%. Furthermore, the capital plans to attract $9 billion in foreign direct investment (FDI) in 2026, with that figure projected to hit $10 billion by the end of 2027.

The document also introduces a series of new pilot mechanisms that will remain in effect until January 1, 2031. These measures include expanding special economic and industrial zones, offering turnkey business projects via electronic auctions, constructing multi-story industrial facilities, and implementing urban renovation programs.

Additionally, the decree mandates the implementation of the "15-minute city" urban planning concept, the expansion of green spaces, and the establishment of a water resources management center. Efforts will also be directed toward developing gastronomic and night tourism, setting up youth creative parks, and incentivizing the book trade.

The coordination and oversight of the decree's implementation have been entrusted to the Prime Minister of Uzbekistan.
