A resident of Sirdaryo province, identified as D.A., has filed a complaint with the Human Rights Commissioner (Ombudsperson), alleging misconduct by police officers, the ombudsman's press service reported.
According to the complaint, officers from the police agency, led by a district crime-prevention inspector, arrived at a home in Khavast district and attempted to take away the complainant's spouse. The complainant said the officers neither explained the reason for their actions nor presented any identifying documents.
The ombudsman's office took up the complaint, and its provincial representative in Sirdaryo province reviewed the allegations before sending a monitoring letter to the Sirdaryo Provincial Police Department, requesting a legal assessment of the officers' conduct.
According to information obtained in the course of the review, an internal inquiry was launched into several officers of the Khavast District Police Department. As a result, four officers were found to have committed service-related violations and were issued disciplinary sanctions — either a severe reprimand or a reprimand.
The case of another officer was referred to the Disciplinary Council for a final conduct assessment.
In early August, videos circulated on social media showing a woman causing a disturbance and an police officer using force against her — pushing her to the ground and restraining her — which sparked widespread public debate. Under Article 22 of the Police Law, an officer is entitled to use physical force when non-forceful methods fail to ensure the performance of the duties assigned to police personnel, in the following cases:
- to prevent crimes and administrative offenses;
- to escort individuals suspected of committing crimes or administrative offenses to the nearest police station or other law enforcement body, and to detain them;
- to overcome resistance to the lawful demands of a police officer.
